Captiva Software Corporation (NASDAQ:CPTV), a leading provider of input management solutions, today announced that the Investigative Division of the U.S. Office of Personnel Management (OPM) has elected to expand its use of InputAccel(R), Captiva's award-winning document capture software, to transform approximately 90 million paper employment documents into streamlined electronic content. The contract extension is valued at approximately $550,000.
Widely known as "the federal government's human resources agency," OPM initially implemented Captiva's InputAccel to digitize 18 million paper documents annually as part of the federal government's electronic "eClearance" initiative. After initial program success in electronically capturing all closed investigative case files, management chose to expand its use of InputAccel to capture approximately 72 million additional pages of open file personnel documents annually.
OPM utilizes InputAccel to capture more than 80 different document types, including employment applications, signature forms, release forms, background checks and related paperwork. InputAccel is used to scan the documents to create digital images, recognize the document type and export the resulting electronic content to OPM's secure storage system. By storing investigative files as digital images rather than paper, authorized government agencies have immediate, on-line access to better assess an applicant's security risk level without having to wait to view hard copy documents.
According to the federal government's management agenda concerning a citizen-centered e-government, the longest delay in a personnel investigation often relates to the retrieval, copying and mailing of inquiry documents. Such delays can cause duplicate investigations, as it is sometimes quicker to perform an additional investigation rather than retrieve data from an existing one. Electronically capturing the documents with InputAccel has quickened the dissemination of material to authorized users and saved the agency money by eliminating unnecessary investigations.
