Leap Wireless International, Inc. [NASDAQ: LEAP], a leading provider of innovative and value-driven wireless communications services, today announced the appointments of Bill Ingram as senior vice president, financial operations and strategy and Steve Martin as acting chief accounting officer. In his new role, Ingram will assume a senior leadership position assisting in the management of the Company's finance and accounting functions and overseeing the Company’s strategic activities. Martin will be responsible for Leap’s accounting, financial reporting and tax functions. Both will report to Leap’s chief executive officer and president Doug Hutcheson. Grant Burton, who has served as Leap’s chief accounting officer and controller since June 2005, will assume a new role as vice president, financial systems and process reporting to Ingram.

Ingram has more than 20 years experience in leading telecommunications and technology businesses. He most recently served as president and CEO of Nuera Communications, Inc. in San Diego, Calif. (now AudioCodes, Inc.), an IP voice company that designs and produces telecommunications equipment for converged packet networks. Nuera was the successor company to Pacific Communication Sciences, Inc. where Bill was Chief Operating Officer of the Clarity Products Division. He holds a master’s of business administration degree from Harvard University and an undergraduate degree in economics from Stanford University. He has worked as a consultant to Leap since August 2007.
Martin is a senior finance professional with more than 20 years experience in both public accounting and private industry and most recently served as vice president and chief financial officer of Stratagene Corporation. Prior to Stratagene, Steve served as controller at Gen-Probe Incorporated, as vice president, finance at Nuera Communications, Inc., as vice president, controller at Aldila Golf Corp. and as a senior audit manager at Deloitte & Touche. He is a certified public accountant and holds a bachelor’s of science degree in accounting from San Diego State University. He has worked as a consultant to Leap since October 2007.
