JMAR Technologies, Inc. (OTCBB: JMAR) a leading innovator in the development and commercialization of sensing systems for the detection of chemical, biological, radiological, nuclear and explosive (CBRNE) materials, today announced that it has formed a new subsidiary, Spectral Labs, Inc. to design and develop equipment to detect, locate and identify radiological/nuclear threats with minimum intrusion.

Spectral Labs is led by James H. Winso, President of the subsidiary, who will also serve as Vice President of Business Development for JMAR CBRNE products.

Mr. Winso brings with him more than three decades of experience developing nuclear detection and measurement systems. Prior to founding Spectral Labs, Winso was with Science Applications International Corp. (SAIC) from 1986 until 2007, serving as a Senior Vice President responsible for program and division management on a wide range of radiation instruments and radiographic imaging programs. Before that, he was Director of Engineering for a subsidiary of General Atomics, responsible for designing nuclear power plant safety systems and Navy radiation monitoring and safety systems.

Winso previously was employed as an electrical engineer at Westinghouse Corp., where he designed a computer controlled system for positioning and monitoring movable control elements in a Nuclear Reactor. While with Westinghouse, he graduated first in his class from the Naval Nuclear Power Engineering School at the Naval Reactor Facility, Idaho Falls, Idaho. Winso holds an M.S. in nuclear science and engineering from Carnegie Mellon University and a B.S. (with highest honors) in physics from Drexel University.

JMAR Technologies’ CEO, C. Neil Beer, Ph.D., commented, “James Winso is prominent in the industry for his expertise in developing systems for nuclear detection. Now that he and his team are part of JMAR, we have radiological detection capabilities to complement our strong portfolio of chemical, biological and explosive detection products.”
