Please welcome Mitchell Rubin, MD, FAAN Chair, Neurology; Timothy Shephard, PhD, CNS, CNRN, VP Neurology Service Line; Alberto Penalver, MD, Chair, Psychiatry; Kevin Moore, MD, VP Psychiatry Service Line; William Krimsky, MD FCCP, Chair, Critical Care; Alex Nason, VP Critical Care Service Line; and Jennifer Audibert, ZMS FNP-BC, VP Cardiology Service Line.

We would like to share a brief bio of each of our talented executive team to celebrate the growth and knowledge SOC continues to capture to meet the ever changing and growing needs of telemedicine.

Mitchell Rubin, MD, FAAN
Chair, Neurology

Dr. Rubin joined SOC from Capital Health in Trenton, NJ where he served as Medical Director of the Neurology Center since 2010. Prior to that he had been Medical Director of the Virtua Health System Neuroscience Program and was Director of the Stroke Units at Virtua’s four divisions. While at Virtua he pioneered Teleneurology in NJ in partnership with Brain Saving Technologies (now SOC).

While at Capital Health Dr. Rubin built a 17 Neurologist multidisciplinary Department of Neurology. He helped develop innovative programming including a first in the country dedicated Neuro ED and a first of its kind Fellowship in Neuroscience for Advance Practice nurses. Dr. Rubin has worked extensively with EMS in improving pre-hospital stroke care and is in the process of deploying “mobile stroke units”.

Dr. Rubin has been practicing Neurology in New Jersey since completing his training at Columbia University in 1985 where he served as Chief Resident. He is a summa cum laude graduate of the University of Pennsylvania and also attended medical school at the University of Pennsylvania. Dr. Rubin has served on NJ Governor Corzine's Commission on Rationalizing Health Care Recourses and currently serves on the NJ State Stroke Data Advisory Group. He was named a Fellow of the American Academy of Neurology in 2009.

Timothy J. Shephard, PhD, CNS, CNRN
Vice President, Neurology Service Line

Dr. Shephard's 28 year history in health care has spanned clinical, administrative and business development roles for single facility, multi-facility systems and inter-state system program development in the neurosciences. Dr. Shephard has worked as consultant and research project director for the American Heart Association and American Academy of Neurology, and chaired state, regional and national (CDC/NINDS) health care system development programs implementing measurement & tracking methods for state health systems and using these data to support legislation to improve community health on a macro scale. Dr. Shephard completed a Bachelor’s Degree at Valparaiso University, a Master’s Degree from the University of Virginia, and a PhD from Virginia Commonwealth University with a focus on clinical research in neurovascular disease. Most recently he served as Vice President of the Neuroscience Institute for Bon Secours Health System in Virginia and is also Co-Chair of the Virginia Stroke Systems Task Force.

Alberto Penalver, MD
Chair, Psychiatry

Dr. Penalver is a board certified psychiatrist with over 20 years experience working as the Medical Director of the Psychiatric Emergency Service at the University of Miami/Jackson Memorial Medical Center in Miami, Florida. Prior to completing his residency in psychiatry at the University of Miami/Jackson Memorial Medical Center, he also earned his medical degree from the University of Miami in Coral Gables, Florida.

Kevin Moore, MD
Vice President, Psychiatry Service Line
Captain, Medical Corps, United States Navy (retired)

Dr. Moore’s 26 year Naval career includes duty as Director for Managed Care, Director for Healthcare Systems, Medical Director and Director for Specialty Care at Naval Hospital, Charleston, SC, from 1998 until 2001 and as the Navy’s Specialty Leader for Psychiatry from 2001 to 2004. In 2001 as Division Surgeon, First Marine Division, he was responsible for all medical operations in support of the Ground Combat Element during the initial phases of Operation Enduring Freedom and Operation Iraqi Freedom. As Commanding Officer, U.S. Naval Hospital, Yokosuka, Japan, from July 2008 to July 2010, he was concurrently appointed Force Medical Officer for Commander, Naval Forces, Japan. Directly responsible for a staff of 1,000 officers, enlisted, civilian, and host nation employees, his command spanned three countries, consisting of a core facility, four branch clinics and three health annexes, and provided medical, operational and contingency support for 55,000 eligible beneficiaries while deploying in direct support of overseas contingency operations and humanitarian assistance missions around the world. His awards include the Legion of Merit, Meritorious Service Medal (seven awards), Navy and Marine Corps Achievement Medal and Combat Action Ribbon. He was a recipient of the Braceland Award in Psychiatry in 2013.

Dr. Moore graduated magna cum laude from Western Kentucky University with concurrent Bachelor of Science and Bachelor of Arts degrees in 1983. He obtained his Doctor of Medicine from University of Kentucky College of Medicine via the Health Professions Scholarship Program, then completed Categorical Internship and Psychiatry Residency at National Naval Medical Center (NNMC) in 1991. During his residency, he served as Chief Resident and was appointed a Clinical Fellow at Johns Hopkins Hospital, Baltimore, MD. He is board certified in general and forensic psychiatry by the American Board of Psychiatry and Neurology. He has also completed the oral and written exams for the American Psychiatric Association’s Certification in Psychiatric Administration and Management. Dr. Moore is a Distinguished Fellow of the American Psychiatric Association (“DFAPA”).

William S. Krimsky, MD, FCCP
Chair, Critical Care

Dr. Krimsky works in the field of critical care and interventional chest medicine and has published several peer-reviewed articles in these areas including that of patient safety issues in the intensive care unit. He has been an invited speaker at various national meetings and is a fellow of the American College of Chest Physicians. Regarding his work in intensive care medicine, he also co-chaired the State of Maryland Patient Safety Centers ICU collaborative. Dr. Krimsky is a graduate of Middlebury College, University of Pittsburgh School of Medicine, Johns Hopkins University/Sinai Hospital Program in Internal Medicine (where he served as Chief Resident), and the Dartmouth-Hitchcock Medical Center pulmonary medicine and critical care medicine fellowship training program. Dr. Krimsky works in the field of critical care and interventional chest medicine and has published several peer-reviewed articles in these areas including that of patient safety issues in the intensive care unit. He has been an invited speaker at various national meetings and is a fellow of the American College of Chest Physicians.

Alex Nason
Vice President, Critical Care Service Line

Mr. Nason has more than 25 years of healthcare industry experience in research, political, clinical, academic and consulting environments. Prior to joining Specialists On Call in 2013, Mr. Nason led the telehealth programs at Johns Hopkins Medicine where he consulted on telehealth implementations and installations. Successful programs included a tele-ICU pilot, a tele-translation service, and an international tumor board and a global second opinion service. Mr. Nason successfully launched the centralized e-learning platform at Johns Hopkins Medicine to facilitate corporate training across the enterprise. When he left, the platform had over 1.4 million completions in less than 5 years.

Mr. Nason holds a Masters of Business Administration and Masters of Health Administration from the University of Pittsburgh and a B.A. in Biology from Tulane University.

Jennifer Audibert, MS FNP-BC
Vice-President Cardiology Service Line

Ms. Audibert is a board certified family practice nurse practitioner with greater than 15 years of experience specializing in cardiology. She most recently worked at The National Institutes of Health, one of the leading medical research centers for The National Heart, Lung and Blood Institute (NHLBI) where she provided clinical and research support for many of the individual institutes, each with a specific research focus. She practiced for many years as a clinician in the private sector in the Washington, D.C. area. She received a service recognition reward for her dedication to the practice and its patients while practicing at The Cardiovascular Group, P.C. While there, she was presented with the Orloff Science Award for work on the Metabolic Effect of Germline TP53 in Li-Fraumeni Syndrome. Ms. Audibert received her Bachelor of Science in Nursing from St. Josephs College in Maine. She completed her Masters of Science degree at Russell Sage College in New York.
